Vacant Mondawmin Target store to become neighborhood hub with multimillion-dollar investment from Whiting-Turner CEO

Adeline Hutchinson, president of the Greater Mondawmin Coordinating Council, and Tim Regan, CEO of Whiting-Turner Contracting Co., outside the shuttered Target at Mondawmin Mall.
